Phil Rutherford is the Vice President of Substance Use Continuum at the National Council for Mental Wellbeing, leading efforts to expand and improve substance use programs with a focus on accessibility, affordability, effectiveness, and equity. Formerly the COO of Faces and Voices of Recovery, he has extensive experience in recovery-focused organizations. Phil serves on committees at the NIH and FDA, shaping national policy, and is the Founder of Black Faces Black Voices, a collaborative promoting recovery in Black communities. He also holds board positions with several nonprofits and brings valuable experience from both the corporate sector and the recovery community.
